  Old Business

  • Working to get a copy of last meetings
    • Changes to cemetery parking for off road – concern roll over of parking to York Gulch
    • No updated news on CDOT Fall River bridge proposal
  • Update regarding GCCHLA insurance policy. Current policy transitioning to a new carrier. Additional information forthcoming at next meeting.

Business/Updates

  • Confirming voting from last minutes
    • John Bottomly – President
    • Dave Gallaher – Vice President
    • Courtney Donovan – Secretary
    • Tina DePoyster – Treasurer
    • Curtis DePoyster – Web Master
  • Need to verify with county about the HOA board members and double check that it is not voluntary
  • Central City Parking Restrictions and additional camping restrictions near Columbine
    • More traffic but hard to judge
    • Being proactive from local homeowners with signs and fences seems to be working
  • Sport Shooting Update re Pisgah/Ballpark
    • “ridiculous” “like music” “exploding targets in the middle of the night”
    • New map about to be proposed that would close recreational shooting areas in residential areas of Idaho Springs (i.e. Idaho Springs)
  • Simplified Fire Restrictions
    • Stage 1 now includes no fuel fires including restrictions private property, no charcoal grills, no discharging firearms unless on private land or with hunting license
  • Official HOA communications with CCC Public Works
    • Optional HOA
  • Organizing site cleanup
    • “Jack lake” fence up past the ballpark
    • 7391 lower balk mt road goes to Columbine
    • Motion to propose $500 to clean up shooting areas – cost covers fuel and transfer station costs
  • Motion to propose $500 to purchase signs and hardware to post in the more problematic area.  Motion seconded and passed.
    • Conversation of which signs and where will be via email.  Ideas
      • No shooting off road
      • Residential area
      • Shooting range ahead
      • Please be respectful when shooting – Please clean up
      • Multi-use area - please watch for others
      • Help with washboards use 4wd
      • Welcome to York Gulch HOA (bottom of road, at Pisgah)
  • New ideas re: Service/Dues
    • Continuation of discussion of additional services like trash or snow removal with HOA due increase.  No real interest from residents.
    • The HOA calling or negotiating with Road & Bridge about the contention of the road is not the HOA’s responsibility.  We take the stance that residents are responsible to call if they choose.
    • To do our own road projects is not feasible with the dues asked for. We can’t keep a consistent road maintenance plan with the fees we’re asking now.  Agreement is that locals keep their roads maintained and HOA can provide advice from several who have road building knowledge
    • Continue with informing county and realtor and the mailing to continue with the positive
  • Road base grant from Clear Creek is not happening this year but John Bottomly will keep his ear out in case that changes
  • Wood Chuck Festival status/discussion
    • Put on our Facebook page but not website
  • The date for the GCCHLA Annual meeting & picnic has been confirmed and will be held on Saturday, September 10, 2016 at the York Gulch Firehouse.

12:00 – 1:00 PM: Potluck lunch. The HOA will provide burgers & hotdogs. Please bring an appetizer, side or dessert to share with your neighbors. B.Y.O.B.

1:00 – 2:30 PM: Annual Home and Land Owners Meeting

3:00 – 6:00 PM: Live music provided by TBA (ideas passed around)

5:45 – 6:15 PM: Clean Up

  • Motion made & passed to budget up to $200 for paper, envelopes and postage for sending out the annual letter & dues invoices. (Actual cost should be around $100-$150 based on 2015 expense).
  • Motion to move bank to Bellco credit union and passed.
  • John will finalized annual letter / invoice schedule for 2017 and will be passed via email by August 1 and mailing by mid-August
